{"id":12254,"date":"2026-08-20T12:24:17","date_gmt":"2026-08-20T15:24:17","guid":{"rendered":"https:\/\/aniu.org.uy\/sin-categorizar\/dead-india-42-years-of-irrigation-history-and-the-future-of-irrigation\/"},"modified":"2026-08-20T12:24:17","modified_gmt":"2026-08-20T15:24:17","slug":"dead-india-42-years-of-irrigation-history-and-the-future-of-irrigation","status":"publish","type":"post","link":"https:\/\/aniu.org.uy\/en\/news\/dead-india-42-years-of-irrigation-history-and-the-future-of-irrigation\/","title":{"rendered":"Dead India: 42 Years of Irrigation History and the Future of Irrigation"},"content":{"rendered":"<p>On August 19, 2026, the National Academy of Engineering of Uruguay (ANIU) organized the virtual conference \u201cThe India Muerta Dam: 42 Years of History, Challenges, and Lessons Learned,\u201d presented by Agricultural Engineer Alberto Ruiz Beathyate.  <\/p>\n<p>Ruiz, an agricultural engineer specializing in crop and livestock production since 1980, served as the dam\u2019s irrigation manager starting in 1983 and, in 1985, became the manager of the company responsible for its operation.<\/p>\n<p>His presentation drew on more than four decades of firsthand experience in the construction, expansion, and operation of infrastructure that transformed agricultural production and the eastern region of the country.<\/p>\n<h2>A project conceived decades ago<\/h2>\n<p>The origins of \u201cIndia Muerta\u201d date back to the studies conducted between 1935 and 1939 by engineer Florencio Mart\u00ednez Bula on water regulation in the Laguna Mer\u00edn watershed. Among other measures, the study proposed building reservoirs in the upland areas and developing drainage systems to reclaim low-lying fields that had limited productive use for much of the year.  <\/p>\n<p>The initiative was revived in the following decades, and in 1979, a public bidding process was held to build the dam and its canals, maintain the infrastructure, and manage the irrigation service. The contract was awarded to COMISACO S.A., a joint venture formed by SAMAN and COOPAR S.A. <\/p>\n<p>In 1981, an agreement was signed that allowed construction to begin, with the participation of the national government, the Rocha Municipal Government, COMISACO, and the Central Bank. The project was raised to elevation 47 to store enough water to initially irrigate some 8,000 hectares of rice fields. <\/p>\n<p>The first irrigation took place in late 1982, when the dam was still under construction. Ruiz joined the project in May 1983, at a time when work was underway simultaneously on closing the dam, building the canals, and preparing the system for the next rice harvest. <\/p>\n<h2>A network of 746 kilometers of canals<\/h2>\n<p>During the conference, Ruiz presented updated figures on the system\u2019s dimensions. The dam is 3,221 meters long and 12 meters high, while the lake covers 3,530 hectares when it reaches the spillway level. <\/p>\n<p>An update to the contour lines made it possible to recalculate the reservoir\u2019s volume, which rose from an original estimate of 127.5 million to 135.64 million cubic meters. As he explained, this capacity would allow for the irrigation of approximately 10,000 hectares of rice per year. <\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-12246\" src=\"https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta_conferencia-aniu.jpg\" alt=\"\" width=\"768\" height=\"432\" srcset=\"https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta_conferencia-aniu.jpg 768w, https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta_conferencia-aniu-390x220.jpg 390w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><\/p>\n<p>The infrastructure currently consists of 746 kilometers of main, secondary, tertiary, and auxiliary canals, as well as 364 bridges built to allow the movement of people, livestock, and machinery across the pastures traversed by the network.<\/p>\n<p>Ruiz noted that the system currently irrigates, roughly speaking, about 9,000 hectares of rice fields belonging to approximately 30 farmers. In addition to that area, there are about 3,000 hectares under center-pivot irrigation, used primarily for 1,700 hectares of corn and 1,300 hectares of soybeans. <\/p>\n<p>Water is distributed primarily by gravity, and to reach the most remote locations, it may travel through a long series of canals over several days. In other areas, the beds of streams and ravines are used to bring water to the sites where farmers pump it. <\/p>\n<h2>From Manual Operation to Remote Monitoring<\/h2>\n<p>The management of the system also evolved with the introduction of technology. In its early years, there were as many as 38 people dedicated to water control and distribution; today, six canal operators manage the various irrigation zones. <\/p>\n<p>Electronic gauges, solar-powered ultrasonic sensors, and systems that allow for remote monitoring of lake and canal levels were added to the traditional methods. Automated gates have also been tested, and drones are used to assist with cleaning and maintaining the network. <\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-12248\" src=\"https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta-conferencia-agosto-2026.jpg\" alt=\"\" width=\"768\" height=\"432\" srcset=\"https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta-conferencia-agosto-2026.jpg 768w, https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta-conferencia-agosto-2026-390x220.jpg 390w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><\/p>\n<p>One of the remaining challenges is to improve water use efficiency. The service is billed per hectare rather than by volume consumed, which reduces incentives for individual producers to adjust their water usage. Ruiz cited measurements showing that consumption during a growing cycle ranged from 10,000 to 15,000 cubic meters per hectare, and he noted the need for more affordable measuring instruments.  <\/p>\n<p>Other projects that were proposed include the installation of a turbine to generate power during periods when water is released, greater tourism development around the lake, the creation of a wildlife reserve, the restoration of watershed monitoring systems, and the construction of a safe crossing on the road affected by the spillway\u2019s operation.<\/p>\n<h2>An impact that exceeds the standard irrigation rate<\/h2>\n<p>The conference also addressed how to evaluate the economic viability of an infrastructure project of this nature. Ruiz noted that the original loan was paid off in full, including interest, after four decades. However, he cautioned that the fees the rice industry can afford would hardly be enough on their own to finance a new project of similar magnitude, unless there were very long repayment terms, favorable financial conditions, or some form of government participation.  <\/p>\n<p>In his view, the direct profits derived from the sale of water reflect only part of the impact. The dam spurred the expansion of rice production, the construction of roads, the development of industries, workshops, and services, increased land values, and greater stability in production. It also helped regulate floodwaters and maintain water availability during dry periods.  <\/p>\n<p>Ruiz and several participants agreed that there is no comprehensive study quantifying these productive, social, territorial, and fiscal effects. This lack of data makes it difficult to compare the cost of the projects with all the benefits they generate and is one of the key lessons for evaluating future projects. <\/p>\n<h2>Instruments for Multi-Building Systems<\/h2>\n<p>At the conclusion of the event, Agricultural Engineer Tabar\u00e9 Aguerre, who represents the Office of the President of the Republic on the Operational Committee of the Interministerial Executive Commission for Irrigation Affairs (CEIAR), spoke. The National Development Corporation participates in this forum as an advisor and coordinator, in addition to providing technical services for project design.   <\/p>\n<p>Aguerre explained that the strategy recently presented to Parliament seeks to make irrigation development a matter of state policy. He noted that supplemental irrigation should not be viewed solely as a response to extreme droughts, but rather as a tool to address water shortages that affect summer crops in about 90 percent of years. <\/p>\n<p><img decoding=\"async\" class=\"alignnone size-full wp-image-12250\" src=\"https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta-conferencia-2026.jpg\" alt=\"\" width=\"768\" height=\"432\" srcset=\"https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta-conferencia-2026.jpg 768w, https:\/\/aniu.org.uy\/wp-content\/uploads\/2026\/08\/represa-de-india-muerta-conferencia-2026-390x220.jpg 390w\" sizes=\"(max-width: 768px) 100vw, 768px\" \/><\/p>\n<p>The proposed model seeks to promote private investment through tax incentives, tariff-based mechanisms, and public support for project development. The goal is to expand access to irrigation for producers who lack the scale or topographical conditions necessary to build a water reservoir on their own. <\/p>\n<p>Aguerre reported that work was underway on the regulations for Law No. 19,553, passed in 2017, which established agricultural irrigation associations, the role of the operator, and various mechanisms for multi-property systems.<\/p>\n<p>As he explained, a multi-property development could qualify for tax benefits equivalent to up to 90 percent of the eligible investment in civil infrastructure, canals, and electrification, which could be applied against future income. The value of the land would not be included in that base. <\/p>\n<p>The Accountability Bill also includes provisions designed to facilitate the transfer of tax benefits among the members of these ventures and to exempt from income tax the income derived from certain leases or voluntary easements for the creation of lakes and the support of dams.<\/p>\n<p>Another measure currently being developed is a temporary reservation of water use rights, for a period of up to two years, which would allow for the negotiation and coordination of the relationship between potential service providers and producers interested in contracting the service. Accordingly, this right would initially be granted to the CND, and once the project has been structured and its business model defined, it would be transferred to the operators. <\/p>\n<p>Aguerre noted that the CND is prepared to receive proposals, assist with their contractual and financial structuring, and analyze models tailored to each specific case. He added that projects of various scales are already under consideration. <\/p>\n<p>Regarding the Palo a Pique dam, he reported that updates to the economic feasibility and environmental impact studies had been requested. He noted that the preliminary results necessitate a review of the originally conceived project and proposed using the current actual water demand as a basis for evaluating smaller-scale alternatives or other possible configurations. <\/p>\n<h2>Experience for New Projects<\/h2>\n<p>The exchange showed that the legacy of \u201cIndia Muerta\u201d extends beyond the scope of the artwork itself.
